Keynote Speakers

speakMr. Charles Earl, Executive Director, State Board for Community and Technical Colleges, holds a B.A. in finance from the University of Washington and an M.A. in political science from Washington State University.  He has served as the general manager of the Snohomish County Public Utility District, chief administrative officer of Thurston County, and deputy county executive for King County.  From 1999 to 2006  he served as the president of Everett Community College.  His many service commitments include membership in the Washington Association of Community and Technical Colleges (president 2006-06), Cascade Land Conservancy Board, Snohomish County Economic Development Council, Community and Technical Colleges Center for Information Services Board (chair), World Affairs Council, Workforce Development Council, and Alliance for Corporate Education.

 

Dr. Neil J. Anderson is a professor in the MA TESOL program in the Department of Linguistics and English Language at Brigham Young University, Provo, Utah, USA. He also serves as the academic coordinator at the English Language Center.  Professor Anderson has taught and presented papers and workshops in 19 countries.  His extensive publications include Anderson, N. J. 1999. Exploring second language reading: Issues and strategies. Boston, MA: Heinle & Heinle, Real contexts (1996). Boston, MA: Heinle & Heinle.  He also has a new teacher training text that is part of the TeacherSource series entitled, Exploring Second Language Reading: Issues and Strategies.  His research interests include second language reading and language learning strategies.  During 2002-2003, Professor Anderson was a Fulbright Scholar conducting research and teaching in Costa Rica, and during 2001-2002, he served as president of TESOL.
